A Memorandum of Understanding (MoU) establishing a long-term strategic partnership between the Mongolian Stock Exchange (MSE) and PhillipCapital Group (PCG) of the Republic of Singapore was signed today (June 29, 2026) at the Ministry of Foreign Affairs of Mongolia.

The cooperation aims to elevate Mongolia’s capital market development to a new level, enhance international competitiveness, diversify financial products, and improve market liquidity.
PhillipCapital Group, established in 1975 and headquartered in Singapore, is an international financial services group with operations in more than 15 countries. The group serves over 2 million clients and manages assets exceeding USD 65 billion. Under the MoU, the parties will cooperate in the following key areas:

Enhancing participation of international and institutional investors, developing investor attraction strategies, and improving market accessibility and liquidity;

Developing a market-making framework to increase trading activity and price discovery efficiency;

Supporting the development of new financial products such as futures and derivatives, and providing advisory on risk management, clearing, and settlement systems;

Promoting market research, investor education, international roadshows, and investor relations activities to strengthen Mongolia’s capital market presence globally;

Exploring opportunities for dual listing and cross-border trading connectivity;

Assessing the potential for PhillipCapital Group to make a strategic investment in the Mongolian Stock Exchange.

The Mongolian Stock Exchange will coordinate with relevant regulatory authorities and market participants to facilitate the implementation of this cooperation and provide necessary support. Both parties agreed to retain their respective decision-making authority and regulatory responsibilities regarding implementation.
The MoU was signed by Mr. D. Munkhbat, Interim CEO of the Mongolian Stock Exchange, and Mr. Zhan Qiwen Richmond, Director of Phillip Securities Pte. Ltd.
