The opening bell ceremony for the primary market trading of the “DBM Bond” (Tranche 1) debt instruments publicly offered by the Development Bank of Mongolia LLC was held today (September 7, 2026) at the MSE Hall of the Mongolian Stock Exchange JSC.

The ceremony was attended by T. Jambaajamts, Chairman of the Financial Regulatory Commission; D. Munkhbat, Acting Chief Executive Officer of the Mongolian Stock Exchange JSC; S. Baatarsuren, Chief Executive Officer of the Development Bank of Mongolia LLC; N. Gombodorj, Chief Executive Officer of Tengercapital Securities LLC; and other representatives.

D. Munkhbat, Acting Chief Executive Officer of the Mongolian Stock Exchange JSC, stated in his opening remarks:

“Warm greetings to the representatives of the Development Bank of Mongolia, the issuer, and our professional market participants joining us at the Mongolian Stock Exchange today.

The issuance of publicly offered securities by the Development Bank of Mongolia, as a policy-oriented institution, is a significant development for Mongolia’s capital market.

First, the bonds issued by the Bank represent an important product that will contribute to increasing liquidity in the capital market.

Second, while the Bank has previously offered its securities to a limited group of investors in domestic and international markets, this time it is making the offering publicly available to the broader public and individual investors through the domestic capital market. This will not only support the financing of priority projects and programs that contribute to sustainable economic growth, but also expand opportunities for citizens and investors to participate in the domestic capital market and strengthen investor confidence.

Furthermore, the tax-exempt status for corporate and individual income taxes, together with terms linked to a benchmark return, makes this product an attractive investment opportunity for investors.

Therefore, I encourage all investors to actively participate in the trading of DBM Bond.

With this, I hereby declare the opening bell ceremony for the primary market trading of the “DBM Bond” (Tranche 1) debt instruments issued by the Development Bank of Mongolia officially open.”

T. Jambaajamts, Chairman of the Financial Regulatory Commission, stated:

“Today is a particularly significant day. On September 7, 2021, the Over-the-Counter (OTC) market was officially launched in Mongolia with an opening bell ceremony. Five years have now passed since that historic occasion.

Mongolia’s capital market has grown rapidly in recent years, with significant increases in securities trading activity, investor participation, product diversity, and overall market capitalization. During the first half of this year, more than MNT 1 trillion in open-market trading was conducted on the Mongolian Stock Exchange, with corporate bonds accounting for approximately 44% of this amount. This demonstrates that bonds have become one of the fundamental products of the capital market, with active bond trading taking place on both the exchange and OTC markets.

Corporate bond trading accounts for approximately 50% of the institutional products in the open market, reflecting the successful cooperation among professional market participants, including underwriters, investment funds, legal firms, and audit firms.

The Development Bank of Mongolia, as a national development financing institution that finances major development projects, is offering MNT 500 billion worth of bonds to the domestic capital market publicly for the first time. The Bank has previously raised financing successfully from international capital markets, and its public bond offering in the domestic market is significant not only as an alternative to government securities but also in establishing a benchmark interest rate.

Furthermore, the trading of DBM Bond will be an important step toward strengthening the Bank’s operational transparency, investor oversight, and sound governance, while enhancing its accountability to investors.”

S. Baatarsuren, Chief Executive Officer of the Development Bank of Mongolia LLC, stated:

“Distinguished guests and representatives, I extend my warmest greetings to you all.

Last year, the Government of Mongolia placed particular emphasis on the Development Bank and implemented a number of measures aimed at restoring its operations and strengthening its financial capacity.

In the first half of this year, the Development Bank successfully accessed international capital markets, presenting its operations and financial capacity to investors and raising a total of USD 750 million through the public market. More than 30% of this financing was provided by leading investors from Europe and the Middle East.

Alongside its successful activities in international markets, the Bank is now publicly offering this bond to expand its ability to raise financing from the domestic capital market.

I would like to emphasize that the proceeds from this bond will be directed toward financing projects and programs that support national economic growth and sustainable development, including railway and road infrastructure development and improving the supply of petroleum products.”

At the conclusion of the ceremony, S. Baatarsuren officially performed the opening bell ceremony for the 7,785th securities trading session and left a commemorative entry in the Mongolian Stock Exchange guest book.

MONGOLIAN STOCK EXCHANGE
